Helpful Information about the TExES Waiver Requirements

TExES is the test that new teachers will take to earn a certification in their teaching area in Texas.

For a teacher to be successful on this test, new teachers must learn content organized by the domain (or the general category). These domains are further broken down by competency (or the specific content a new teacher must know). A competency is the specific knowledge and skills a teacher must understand to teach that grade level(s) and subject area(s). Future teachers must be able to demonstrate mastery of those concepts on the Texes test. If you pass the test, you are ready to teach in a Texas school and earn your certification!

The TExES is a challenging test! There is a lot of content you must study and learn, and it is not uncommon for people to struggle with passing the test. If you do not pass the test, you have more chances to study the content again and re-attempt it.

All Model Teaching courses are pre-approved by TEA for CPE credits.

Texas allows you to retake the test 4 times by simply signing up again and scheduling to retake it. If you do not pass the test on the first try, make sure to look back on your score report over the areas you scored low on. Then, make a plan to study those specific concepts before signing up to retake the course!

Don’t worry! Even if you do not pass after your fourth re-take (your fifth time taking the test), there is still hope. The state of Texas allows you to apply for a waiver to attempt the test again. You can re-take the test a fifth time (your 6th attempt at taking the test) by applying for the waiver 45 days after your last unsuccessful re-take attempt.

To obtain your waiver, work with your Educator Preparation Program (EPP) for guidance. They will support you in your journey towards teacher certification. Your EPP can help you through the waiver application process, or you can learn more about the waiver process directly from the TEA website: https://tea.texas.gov/texas-educators/certification/educator-testing/test-limit-waiver-information
To obtain a waiver, you will be required to earn clock hours for educational activities specific to the test areas that you scored lowest on in your previous attempts.

Once you have completed your clock hours, you must show proof of completion by submitting a certification of completion to TEA along with a paper application. TEA provides you with specific instructions on this process.
If this is your first waiver application, you must wait 45 days from your last unsuccessful attempt at passing the test before you can mail your application to TEA. However, you can begin to earn your clock hours as soon as you get the results back from your test, indicating you must apply for the waiver.

Once you have completed your clock- hours, you can finish your application and send it to TEA based on the instructions found on the application form. They will notify you when your waiver is approved, authorizing you to retake your test.

You can register to take professional development hours to meet the clock-hour requirement to retake your test. It’s important to note that the clock- hours you earn through any educational activities must be taken AFTER your last unsuccessful test attempt.

The number of hours you need depends on how far away you are from passing. The farther away you are from passing based on your previous highest score on our test, the more hours you need to take. The “Request of Waiver” application provided by TEA includes a chart to determine how many hours are required, based on how far away you are from passing each test you attempted to take.  The total hours are calculated based on your highest score. TEA describes how far away you are from passing by using a notation called the “Texas Average Conditional Standard Error of Measurement” or CSEM.

Your Education Preparation Program provider is a recommended first contact to help you determine your total clock hours needed. They will help you determine the total hours you need if you are having trouble utilizing the provided charts found in the waiver application.

Once you know your CSEM (either through your Education Preparation Program Provider or through the TEA waiver application), then you can determine how many clock- hours you need.

  • 50 clock- hours: If your highest score was equal to or greater than the Passing Score Minus 1 CSEM
  • 100 clock- hours: If your highest score was equal to or greater than the Passing Score Minus 2 CSEM
  • 150 clock- hours: If your highest score was equal to or greater than the Passing Score Minus 3 CSEM
  • 200 clock- hours: If your highest score was lower than the Passing Score Minus 3 CSEM

You should take educational activities aligned to the competencies you scored the poorest in on your test. You can find this on your “Deficit Competency Analysis”, which you receive after taking the test. According to TEA, any competency that earns you less than a 70% score is an area you can focus on when taking courses and training. You can figure out which educational activities you should take by selecting any competency where you answered less than 70% of questions correctly. You can then choose the CPE activities that are related to those specific competencies to satisfy the wavier requirements.
