Delaware runs a three-tier license system, and the credential most teachers renew is the Continuing License, valid for 5 years. To renew, you complete 90 clock hours of approved professional development during the term of your current license, and at least 45 of those hours must relate to your work with students or staff. What counts toward Delaware license renewal

  • District or school professional development, workshops, conferences, institutes, and academies.
  • Professional development tied to a DPAS II improvement plan, or the equivalent under a state-approved evaluation system.

Every activity has to happen during the term of your current Continuing License and must be approved by your employing authority. If a district or charter school employs you, its HR office reviews and verifies your clock hours in DEEDS. If a Delaware district does not employ you, DDOE handles the review.

Delaware issues educators one of three licenses. New teachers start on an Initial License, valid for up to 4 years, while they complete the state mentoring program and annual evaluations. After the Initial License, teachers move to the Continuing License, the 5-year credential that carries the 90 clock hour renewal requirement. Teachers who earn National Board Certification can hold an Advanced License, which they renew by keeping their National Board Certification current. Most of the renewal questions Delaware teachers ask are about the Continuing License, and this is the page that covers it.

The 90 clock hours have to be earned during the term of your current Continuing License, and at least 45 of them must relate to your work with students or staff. Delaware counts renewal in clock hours, but college coursework still counts. The state converts 1 semester credit to 15 clock hours, 1 quarter hour to 10 clock hours, and 1 continuing education unit to 10 clock hours. Six graduate semester credits reach the full 90 hours, which is why accredited credit courses are a clean way to renew and bank salary credit at the same time.

You track and submit renewal through DEEDS, the Delaware Educator Data System. Log in to your DEEDS Educator Dashboard, open the Clock Hours tab, and enter each activity with its documentation. Hours you earned through the state PDMS system transfer in automatically, so avoid entering those twice. When you are ready, the “Renew My License or Permit” button appears about 6 months before your license expires. If your district employs you, HR verifies your hours; if not, DDOE reviews them. At the end of the month your license expires, DEEDS emails you the renewed license.

If your Continuing License already lapsed, you still have a path. A license expired for less than 5 years can be renewed once you document the 90 clock hours from the 5 years before you apply and complete one year of an approved mentoring program. A license expired for more than 5 years means you reapply as a new candidate under current rules, so it pays to renew on time. Some Delaware teachers also call this process “certification renewal” or “recertification,” but the credential you are renewing is the Continuing License.

A quick note on terms. In Delaware, your “license” is your authorization to work as an educator, and your “certificate” (the Standard Certificate) names the subject or area you are approved to teach. Salary advancement

Move up Delaware's pay scale with graduate credits

In Delaware, salary advancement runs through the state's Graduate Level Salary Increments, which educators and districts call Plus Credits. DDOE approves them through DEEDS. Eligibility depends on your status: a Bachelor's Plus asks that you enroll in a master's program, a Master's or Doctorate must relate to the position you hold, and a Master's Plus asks that you take graduate-level coursework. Credits must come from a regionally accredited university, relate to your professional responsibilities, and each credit is used once. DDOE stops processing increments on June 1 each year, with later applications effective the following July 1.
